RFQ 26-015 Public Safety Facility Progressive Design Build

The Town of Southwest Ranches, Florida ("Town"), is soliciting sealed Statements of Qualifications (SOQs) from qualified Progressive Design-Build teams for the turnkey planning, design, permitting, and construction of a new municipal fire station to be referred to as the Town’s Public Safety Facility. SOQs will be received until 11:00 a.m. EST on Wednesday, September 30, 2026, at which time the names of the Respondents shall be publicly read into the record for the following project: PROGRESSIVE DESIGN-BUILD SERVICES FOR THE NEW SOUTHWEST RANCHES PUBLIC SAFETY FACILITY The Town intends to utilize a qualifications-based Progressive Design-Build selection process. Following evaluation and ranking, the Town anticipates entering into a Phase I Preconstruction Services Agreement with the number one ranked Respondent. Upon successful completion of Phase I and negotiation of a mutually acceptable Guaranteed Maximum Price (GMP), the Town intends to authorize the same Design-Builder to proceed with Phase II Final Design and Construction, subject to approval by the Town Council. A Mandatory Pre-Response Conference will be held at 3:00 p.m. EST on Tuesday, September 1, 2026. Reference Section 1.3 of the RFQ for additional information regarding the Pre-Response Conference. Respondents are strongly encouraged to visit and familiarize themselves with the project site prior to submitting a Statement of Qualifications. This solicitation is issued consistent with the requirements of the Consultants' Competitive Negotiation Act ("CCNA"), Section 287.055, Florida Statutes. The Town reserves the right to reject any or all Statements of Qualifications, waive minor irregularities, discontinue or cancel this solicitation at any time, or procure the required services through any lawful means authorized by applicable law. NOTICE--CONE OF SILENCE IN EFFECT: The Cone of Silence means a prohibition on any communication regarding this RFP between a potential vendor, service provider, proposer, bidder, lobbyist, or proposer and the Town Council members, the Town's professional staff, including, but not limited to, the Town Administrator and his or her staff, or any member of the Town's selection or evaluation committee and the procurement Contractor. See Article IX, Sec. 2-208(c) for additional information, including permitted exceptions to the Cone of Silence. The Cone of Silence shall be imposed at the time of the advertisement of this RFP and shall terminate at the beginning of the Town Council meeting at which the Town Administrator makes his or her written recommendation to the Town Council. However, if the Town Council refers the solicitation back to the administrator, staff or committee for further review, the Cone of Silence shall be re-imposed until such time as the administrator makes a subsequent written recommendation and commencement of the Council meeting. The Cone of Silence shall also terminate in the event the Town Administrator cancels the solicitation. Prior to an award, violation of this the Cone of Silence shall result in the disqualification of the proposer from further consideration. Discovery of a violation after an award by a particular proposer shall render any RFP award to said proposer voidable by the town, and in the Town's sole discretion.
