(RFQ) 27-08, On-Call Materials and Field Testing Services - Annual Contracts

Henry County is soliciting statements of qualifications for RFQ 27-08 to establish a shortlist of pre-qualified firms for an annual contract providing on-call comprehensive materials and field testing services. The scope of work includes concrete, asphalt, soil, and aggregate testing, as well as environmental well sampling. All services must be performed in accordance with ASTM requirements and the Georgia Department of Transportation Sampling, Testing, and Inspection Guide. A critical requirement for eligibility is that firms and their subcontractors must be included on the current GDOT Prequalified Consultants list. Submissions are due by 3:00 PM on September 9, 2026, via the County's eProcurement Portal. The selection process is based on a points-based evaluation of the firm's qualifications, experience on similar projects, available resources, responsiveness to the RFQ, and professional references, with additional points possible through optional oral presentations. Local vendors will receive special consideration. Required documentation includes a variety of certifications, such as the Georgia Security and Immigration Compliance Act affidavit, a Drug Free Workplace certification, and a Covenant of Non-Discrimination. The successful contractor will be responsible for all labor, tools, and specialized equipment necessary to complete the testing and provide written reports consistent with GDOT standards.
