Request for Information - Group LE Staff Health Insurance for U.S. Embassy Vientiane
Solicitation # 19LA9026N0378
The U.S. Embassy Vientiane is seeking information from insurance providers capable of delivering group health insurance coverage for its locally employed staff and eligible dependents, totaling approximately 280 employees, 225 spouses, and 650 children. This request is strictly for market research and does not constitute a solicitation or binding commitment; responses are voluntary and will inform a potential future procurement expected to be launched in late 2027. The government is evaluating insurers with established networks in Laos and Thailand, seeking details on plan specifications, coverage limits, premium structures, provider payment methods, claims processing, and optional benefits such as dental, vision, air ambulance, and international medical coverage. Companies must demonstrate their ability to meet the needs of a large, diverse workforce across a complex regional environment and show flexibility in customizing plans. Submissions must be presented in a white paper format and include company contact information, proposed contracting strategy, and comprehensive responses to all questions outlined in the RFI. The deadline for responses is September 14, 2026, and submissions must be emailed to VientianeProcurement@state.gov with a specific subject line. All materials submitted become the property of the U.S. Government and will not be returned. Participants are advised that no reimbursement will be provided for response preparation costs. Questions must be submitted in writing by September 1, 2026, and will be addressed publicly through an amendment on SAM.gov. The North American Industry Classification System code associated with this effort is 524114, indicating a focus on health and medical insurance.
