AI Contract Overview
The U.S. Navy, through NAVFAC Engineering Systems Command Southeast, is soliciting proposals under solicitation number N69450-26-Q-PW13 for a multiple-award, firm-fixed-price indefinite-delivery, indefinite-quantity (IDIQ) contract to supply liquefied natural gas (LNG) to Naval Station Guantanamo Bay for use in its combined cycle power plant. The contract’s ordering period runs through approximately September 2026, with a not-to-exceed value of $8,950,000 across all awardees, and each awardee will receive a $500 minimum guarantee order upon award. One contractor will also receive a seed project delivery order for two LNG shipments scheduled for late May and mid-June 2026. Deliveries must occur at Pier Charlie, NSGB, under F.O.B. Destination terms, meaning the contractor assumes all transportation risks and costs until the LNG is connected at the vessel flange. The LNG must meet strict compositional specifications outlined in Attachment 3, and all deliveries require certification of volume, higher heating value, and composition through sampling and gas chromatography, with inspections conducted by the government at the point of delivery. Invoicing must be submitted electronically via Wide Area WorkFlow using the Navy Construction/Facilities Management invoice format, and payments are subject to DFARS requirements. Offerors must provide a valid CAGE code and UEI, comply with Buy American and Trade Agreements clauses, and adhere to labor standards including minimum wage and paid sick leave requirements under Executive Orders. The evaluation will prioritize price as the most significant factor, followed by past performance and technical capability, with non-price factors only needing to be acceptable to remain competitive. Proposals must be submitted in three volumes through the PIEE portal by May 15, 2026, with technical documentation limited to 15 pages, and all submissions must be in English and priced in U.S. dollars. No packaging, preservation, or marking requirements are specified, and contract administration details including the COR, COTR, and payment office remain unspecified in the solicitation.
