RFQ - Professional Services for Owner’s Advisor services on an on-call basis for the Harris County Office of County Administration

Harris County is soliciting professional Owner’s Advisor services on an on-call basis to support the Office of Sustainability in overseeing the design-build execution of the Harris County Affordable Community Energy (ACE) Program. The scope of work focuses on the development of multiple community solar and Battery Energy Storage Systems (BESS) on County-owned sites. Key responsibilities include providing technical oversight through design review, interconnection support, and Investment Tax Credit (ITC) compliance monitoring, as well as managing construction oversight, risk assessments, performance testing, and turnover support. The selection process is governed by Texas Government Code §2254.004, utilizing a two-phase approach consisting of a qualification phase and a negotiation phase. Award decisions are based on demonstrated competence and qualifications, scored out of 100 points across four categories: team qualifications and key personnel (35 points), relevant project experience (35 points), approach and work plan (20 points), and project controls and reporting (10 points). Proposers must submit a Statement of Qualifications (SOQ) without pricing information and provide references for at least three relevant projects. Contract administration is managed by the Harris County Engineering Department (HCED), with financial oversight provided by the County Auditor. Invoices must be submitted monthly and include a purchase order number, with payments issued within 30 calendar days of approval. The selected firm must adhere to strict confidentiality requirements, maintain minimum insurance coverage, and comply with Texas Local Government Code regarding conflict of interest disclosures and the submission of Form 1295. Eligibility for award is contingent upon the proposer having no delinquent county taxes or debts.
