The City of Chattanooga is seeking proposals through RFQ 200779,3 to develop a Stormwater Asset Management Plan (SW-AMP) aimed at creating a proactive approach to managing its stormwater infrastructure. The primary objective is to identify, map, and establish a comprehensive maintenance and upgrade plan for all stormwater assets under the city's jurisdiction, ensuring optimal service delivery, cost efficiency throughout asset lifecycles, and effective tracking of repairs and upgrades. Recognizing the extensive scope of the city's stormwater infrastructure, the project will be implemented in phases, with this initial RFQ serving as a pilot for future expansion. The selected consultant will operate under the guidance of the City of Chattanooga’s Public Works Department’s Stormwater Division and report directly to designated project managers. The contract is valued between $500,000 and $2,000,000, with a focus on delivering a strategic, data-driven asset management program. Interested firms are encouraged to respond by May 2, 2025, with primary contact being Debbie J Talley. The project aims to enhance the city's stormwater system management through innovative planning and phased implementation, ultimately supporting sustainable infrastructure maintenance and service reliability.

The goal of the [SW]-AMP is to develop a proactive asset management program. The program should identify, map, and support a plan for all SW assets the City is responsible for managing to ensure the system is providing the appropriate level of service to its customers, optimize life-cycle costs while tracking needed upgrades, repairs, and maintenance. Due to the size of the City and the number of SW assets, it is anticipated the AMP will be phased, with this initial RFQ program as a pilot program for future phases. The selected Consultant will report to, and operate under the direction of the City of Chattanooga Public Works Department’s Stormwater Division and Project Managers.
