RFQ: Susquehanna River Road Corridor Safety, Shared-Use Path and Quarry Park Access Improvements

The Town of Port Deposit, Maryland, in coordination with WILMAPCO, is seeking a multidisciplinary planning and engineering consultant team for the Susquehanna River Road Corridor Safety, Shared-Use Path and Quarry Park Access Improvements project. This initiative focuses on establishing a context-sensitive safety strategy using the Safe System Approach, determining safe access for the planned Hopkins Quarry Park, and evaluating a shared-use path from Granite Avenue to Octoraro Park. The project is phased, beginning with a corridor study and progressing toward an actionable 30% design and basis-of-design package, with a target completion date for Phase 1 of June 30, 2027. This is a qualifications-based selection process conducted in accordance with the Brooks Act, where the highest-ranked firm will negotiate the final scope and fees. Evaluation criteria are equally weighted across the proposed team and key staff, project approach, and related experience in rural corridor safety and riverfront access. Proposals must be submitted by November 16, 2026, and must include a searchable PDF and six hard copies. Mandatory requirements include attendance at the pre-proposal meeting, a minimum of $1,000,000 in professional liability insurance, and compliance with DBE and Title VI non-discrimination regulations. Prime consultants are required to maintain at least 30% billing and must pay subcontractors within 30 days of receiving payment.
