Rio Hondo Park

The City of Pico Rivera is seeking a qualified Architect-Engineer (A-E) firm to provide design and construction support services for the Rio Hondo Park Project, located on a 12-acre site at 8421 San Luis Potosi. The project involves transforming an undeveloped grass field and renovating existing facilities to create a comprehensive community recreational space. New construction will include a regulation turf soccer field, a softball field, pickleball courts, restrooms, a shaded plaza, a picnic shelter, and various recreational amenities such as exercise stations and game tables. Infrastructure improvements include rubberized and D.G. walking paths, a bird and butterfly garden, LED or solar lighting, and expanded parking. Existing basketball and handball courts, as well as the concession and restroom buildings, will also undergo repairs and renovations. The project is supported by extensive environmental and technical assessments, including a Phase I and II Environmental Site Assessment to manage contaminated backfill soil, a geotechnical investigation for foundation and pavement design, and a CEQA-compliant Initial Study and Mitigated Negative Declaration. These reports address air quality, biological resources, cultural and paleontological assessments, and noise levels. The contract award is based on a weighted evaluation of the respondent's capabilities, project approach, past performance, and ability to meet the scope of work. Selected consultants must adhere to strict insurance requirements, including professional liability and umbrella coverage, and comply with California prevailing wage laws. Project administration is managed by the City's Public Works Department, with a focus on delivering a final design that balances community needs with environmental and fiscal feasibility.
