Risk Management Consulting Services – Aviation Insurance

Okaloosa County, Florida, is seeking a qualified professional consultant to provide comprehensive risk management and aviation insurance advisory services for its Airport System, with the goal of enhancing insurance coverage, contractual risk allocation, and operational resilience across all airport-related activities. The consultant will be responsible for reviewing and updating insurance requirements for airline leases, tenant agreements, construction contracts, ground handling agreements, and other operational agreements, benchmarking them against FAA guidance and industry best practices to ensure appropriate coverage for Airport Liability, Hangarkeepers, Pollution Liability, Cyber/Privacy, and UAS/Drone insurance. The role includes analyzing Certificates of Insurance to validate compliance, advising on risk exposure for both aeronautical and nonaeronautical operations, assisting in negotiating insurance language with tenants and airlines, and delivering revised insurance standards, compliance reports, checklists, and training materials. The contract has an initial three-year term with two one-year renewal options, contingent upon mutual written agreement, and is funded entirely through Airport Revenue with an estimated budget of $50,000, payable upon completion of services in accordance with the State of Florida Local Government Prompt Payment Act. Proposals must be submitted electronically via the OpenGov portal by 3:00 p.m. on August 6, 2026, and must include detailed technical and pricing responses organized into defined volumes covering company information, technical approach, qualifications, equipment, pricing, and references. Contractors must hold a valid Florida business license, provide a Certificate of Good Standing, register in SAM.gov if grant-funded, and comply with all federal and state employment eligibility and anti-discrimination requirements. The selected vendor is required to maintain insurance with A.M. Best-rated insurers, designate Okaloosa County as an additional insured on all policies except Workers’ Compensation and Professional Liability, and ensure primary coverage for the County.
