The 137th Special Operations Wing is pursuing a sole-source, firm-fixed-price purchase order to award Riversport OKC for a single-day teambuilding event under its Preservation of the Force and Family program, aimed at enhancing unit cohesion, communication, and resilience among service members. The event must be delivered as a turnkey commercial solution at Riversport’s facility in the Oklahoma City metropolitan area and includes exclusive access to a professional rowing and paddling venue, guided hands-on activities using either dragon boats on the Oklahoma River or indoor rowing tanks and ergometers, all necessary safety gear and briefings, professional facilitation, and a catered on-site meal accommodating dietary restrictions. The selected vendor is uniquely positioned due to its existing riverfront infrastructure, specialized aquatic equipment, and established team-building curriculum, making it the only known local provider capable of fulfilling these specific requirements. The event will be conducted on July 26, 2026, with two mutually exclusive program options—outdoor dragon boat paddling for 10 to 42 participants or indoor rowing activities for 8 to 30 participants—with a weather contingency allowing immediate transition to the indoor option or rescheduling within 60 days at no additional cost if conditions compromise outdoor operations. The contract value is capped at $9,000,000, though no unit pricing is provided, and the total cost will be determined based on actual participant count within the stated ranges. All performance and delivery occur at Riversport OKC’s facility, with no government assets utilized, and the Government will conduct on-site acceptance through its Contracting Officer’s Representative, Tracy Poindexter, who will verify compliance with the Performance Work Statement, including equipment functionality, safety protocols, meal delivery, and adherence to contingency plans. The contractor must be registered in the System for Award Management and comply with all applicable federal acquisition regulations, including cybersecurity requirements under DFARS 252.204-7012 and prohibitions on the use of covered telecommunications equipment under DFARS 252.204-7018, along with representations under FAR 52.240-90 and 52.203-18 ensuring whistleblower protections and prohibiting internal confidentiality agreements that restrict reporting. Riversport Teambuilding Event
The 137th Special Operations Wing (137 SOW) announces its intent to award a Firm-Fixed-Price purchase order on a sole-source basis to Riversport OKC for a teambuilding event.
The 137 SOW Preservation of the Force and Family (POTFF) program requires a professionally facilitated, off-site team-building event to foster unit cohesion, communication, and resilience among service members.
To meet the mission's objectives, the Government requires a turnkey, commercial solution within the local Oklahoma City metropolitan area that includes:
-
Exclusive access to a professional rowing and paddling facility.
-
A guided, hands-on curriculum utilizing specific watercraft (e.g., multi-person Dragon Boats on the Oklahoma River) or specialized indoor athletic equipment (e.g., indoor rowing tanks and ergometers).
-
All necessary safety gear, safety briefings, and professional facilitation.
-
A catered meal provided on-site for all participants.
The intended vendor is the only known local commercial entity that possesses the necessary riverfront infrastructure, specialized aquatic training equipment, and established team-building curriculum required for this event. Utilizing this vendor ensures the POTFF program can meet its training objectives.
This Special Notice of Intent is not a Request for Quotes (RFQ) or a formal solicitation. However, any responsible commercial entity that believes it possesses the facilities, equipment, and capability to meet this exact requirement within the Oklahoma City local area may submit a detailed capability statement.
Capability statements must demonstrate the vendor's ability to provide the required water-based/indoor rowing venue, equipment, facilitation, and catering as described in the attached Performance Work Statement (located at the bottom of the Solicitation). The Government will consider all responses received prior to the closing date of this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
All inquiries or capability statements must be submitted via email to the primary point of contact, Jiyah McGrath (jiyah.mcgrath@us.af.mil) and Ryan Moehle (ryan.moehle@us.af.mil), no later than 02 July 2026 at 10:00 AM CST. No telephone inquiries will be accepted.
