The Department of Defense, Mission Installation Contracting Command (MICC) at Fort Carson, Colorado, is soliciting quotes under solicitation number W911RZ-26-Q-A016 for the replacement of 24 Absolyte Value Regulated Lead Acid (VRLA) battery cells at Building 1014. This acquisition is a total small business set-aside under NAICS code 335910 (Battery Manufacturing) and will result in a Firm-Fixed-Price contract. The contractor is responsible for furnishing all labor, materials, equipment, supervision, and other necessary resources to remove the existing GNB Absolyte VRLA battery cells and install new, identical battery cells with equivalent amp-hour ratings, along with modular steel trays, terminal plates, plexiglass covers, and an alarm control unit. The work also includes reconnecting existing alarm and control cables, reinstalling the Ni-Cad Neutra Mat, and recycling the removed batteries in compliance with applicable environmental regulations. The contract emphasizes adherence to the Performance Work Statement (PWS), with strict requirements for quality control, inspection, and acceptance at destination on the Fort Carson installation. Evaluation for award will follow a Lowest Price Technically Acceptable (LPTA) methodology, prioritizing price first and then determining technical acceptability based on the offeror’s demonstrated understanding of the PWS, necessary certifications, and lead time capabilities. The contract incorporates clauses consistent with FAR and DFARS provisions current as of early 2026, including specialized stipulations covering convict labor prohibitions, sustainable products, security measures, and subcontracting limitations. Special contract requirements mandate background checks by state police, mandatory badging and escort procedures on Fort Carson, compliance with information assurance standards such as NIST SP 800-171, and restrictions on social media disclosures. Packaging and marking follow military standards MIL-STD-129 and MIL-STD-130 for serialization and product identification. Period of performance spans from early May to December 2026, with installation targeted between September and December. Proposal submissions are due by May 22, 2026, require complete pricing, and must be emailed to designated contracting personnel. The contract includes administrative directions for electronic invoicing via Wide Area WorkFlow (WAWF), detailed delivery locations within Fort Carson, and clear responsibilities for contractor quality control and government inspection and acceptance.
