The Rockford Mass Transit District (RMTD) is undertaking a comprehensive Mobility Management Implementation Study in collaboration with the Region 1 Planning Council, serving as the Metropolitan Planning Organization for the Rockford region in Illinois. The project aims to develop a regional mobility management program that addresses transportation gaps identified in existing plans, including the Coordinated Public Transit-Human Services Transportation Plan and the RMTD Comprehensive Mobility Analysis. The study will focus on evaluating various mobility management options, such as establishing a regional Mobility Manager, integrating new and existing technologies for paratransit and human service transportation, and implementing programs to enhance workforce access and general mobility. A regional mobility committee will also be formed to oversee and guide the development and coordination of these initiatives. Ensuring equitable access to transportation remains a core priority, especially for populations that are transportation-disadvantaged, such as seniors and individuals with disabilities. The study emphasizes the importance of providing safe, reliable, and affordable transportation options that facilitate access to employment, healthcare, education, housing, and community engagement. As new transportation modalities like micro-mobility, ridesharing, and ride-hailing services expand, the project aims to establish a dedicated forum for their coordinated implementation, management, and user education. The contract, valued between $500,000 and $1.5 million, is part of a solicitation issued by the Region 1 Planning Council, with a response deadline of January 11, 2025.

Full Description

The Rockford Mass Transit District (RMTD) Mobility Management Implementation Study is a technical analysis aimed at helping RMTD develop a mobility management program for the study of Winnebago and Boone Counties. RMTD shall lead this study with assistance from the Region 1 Planning Council (R1PC), serving as the Metropolitan Planning Organization (MPO) for the Rockford region. This planning study is part of a larger effort focused on addressing transportation service gaps identified in the region’s Coordinated Public Transit-Human Services Transportation Plan developed between the MPO and RMTD, and the RMTD Comprehensive Mobility Analysis. This study shall include an in-depth analysis of mobility management implementation options focusing on program administration and the role of a regional Mobility Manager; integration of existing and/or new technologies for paratransit, human service transportation provision; and implementation of future mobility programs for workforce development and general access; and integration of a regional mobility committee to guide development of the local program. It is critically important that all residents have access to transportation, especially for those populations that are transportation-disadvantaged. There is a need to improve access to transportation for seniors as they age in place as well as for people with disabilities throughout their lives. Safe, reliable, and affordable transportation options allow for access to employment, health care, education, housing, and community involvement. Also, as the suite of non-traditional public transportation services expands, including micro-mobility, ridesharing, and ride-hailing, a dedicated forum for comprehensive and coordinated implementation can serve to manage and educate users on available services.
