The Rodeo Sanitary District is undertaking a comprehensive infrastructure rehabilitation project focused on its Water Pollution Control Plant and surrounding sewer collection systems. Core components include the upgrade and rehabilitation of the Secondary Clarifier and Aeration Basins, which involve replacing weirs and launders, applying new protective coatings to mechanical structures and bridges, and installing a completely new electrical system including lighting control panels, sensors, conduits, and local disconnects, all within the existing facility footprint. Limited excavation up to 15 feet in depth will be required to access and modify utilities, install new piping, and construct new manholes, with full site restoration to existing or improved conditions upon completion. Additionally, approximately 1,234 linear feet of aging 6- to 10-inch diameter sewer pipelines at three distinct locations suffering from inflow and infiltration issues will be replaced, potentially involving realignment of pipelines to new easements or to comply with District code standards, along with installation of new service laterals and manholes. Work is scheduled to occur across two dry seasons, beginning in spring or summer 2026 and extending into 2027, with construction activities limited to the months of April through October to minimize environmental disruption. The entire project is exempt from full environmental review under CEQA Class 2, as it involves the replacement of existing facilities without expanding capacity or causing significant environmental impact. The place of performance is centered at the District's facility located at 800 San Pablo Avenue, Rodeo, CA 94572, with additional work occurring at three nearby sewer sites. The project is classified under NAICS code 237120 for Sewer and Septic System Construction, and while the estimated contract value remains unspecified, the District has published this as a forecast initiative with a posting date of November 20, 2025. All work must adhere to District code requirements and result in systems that are operational, compliant, and restored to at least their prior condition. Direct inquiries should be made to the District Manager, Steve Beall, via the provided contact information.

The purpose of the Proposed Project is to upgrade and rehabilitate the District’s existing and aging infrastructure, including: • Secondary Clarifier/Aeration Basin Improvements. The proposed Secondary Clarifier and Aeration Basin Improvements at the District’s WPCP would consist of replacing the weirs and launders, new coating system on the mechanisms and bridges, all new electrical including lighting control panels, local disconnect, lights, sensors, conduits, etc. These improvements at both the aeration basins and secondary clarifiers will occur within the footprint of the existing facilities. Limited excavation to depths of approximately 15-feet will be necessary adjacent to the existing structures to access or modify existing piping, install new electrical systems, and install manholes. The site would be returned to existing or better conditions. • Sewer Pipeline Replacements. The proposed Sewer Pipeline Replacements include approximately 1,234 linear feet of 6 to 10-inch diameter sewer pipeline at three (3) locations or sites (i.e. Sites 1, 2, and 3) that are subject to inflow and infiltration (I&I) and would be replaced with either same-sized diameter sewer pipes which may include relocation of sewers to relocated easements or to meet District code requirements. The improvements would typically include installation of new or replacement collection system sewers, laterals, and manholes.
