RQ009-26 Design Management and Production Services (Request for Qualifications)

The City of Lawrenceville is seeking qualified marketing firms to establish a Qualified Vendor Pool for the provision of Design Management and Production Services under an annual contract with four one-year renewal options, contingent upon satisfactory performance reviews. This solicitation, identified as RQ009-26 and PE-66751-NONST-2027-000000100, is the first phase of a two-step procurement process; only firms pre-qualified through this Request for Qualifications will be invited to submit proposals in a subsequent Request for Proposals. Firms may be selected as a primary full-service design partner or as on-call providers, based on size, qualifications, and demonstrated expertise. Proposals must be submitted in a sealed container with the RFQ number and company name, including one unbound original, two bound copies, and one PDF electronic copy, and must be received by 2:00 P.M. local time on August 6, 2026, at the specified Lawrenceville address. Late submissions will not be accepted. Questions must be submitted in writing by July 23, 2026, to the Purchasing Director. Offerors must provide legal business information, federal tax ID, number of employees, years in business, and execute affidavits verifying non-collusion, compliance with Georgia law including O.C.G.A. § 13-10-91, and the accuracy of all submitted information. Evaluation will be based on a weighted scoring system prioritizing firm experience (30 points), portfolio and project relevance (25 points), team capacity (20 points), approach and understanding of services (15 points), and alignment with city needs (10 points), with ties resolved by lowest cost. The successful firms will be required to maintain general and professional liability insurance with minimum coverage limits, including $1 million per occurrence for commercial general liability and statutory workers’ compensation, all with A.M. Best ratings of A-5 or higher, and must name the City as an additional insured. A 100% payment bond and performance bond may be required. Contractors must comply with the Occupational Safety and Health Act, ADA, and federal immigration laws, maintaining records of compliance for five years. All work is subject to inspection and acceptance at destination, and the consultant is responsible for correcting errors and omissions without additional compensation.
