AI Contract Overview
The Runaway and Homeless Youth (RHY) Program seeks to support youth and young adults aged 12 to 21 who have run away, are at risk of running away, are homeless, or face imminent homelessness, regardless of prior involvement with child welfare or youth justice systems. Proposals must align with three distinct program goals centered on youth-driven services, local and regional partnerships, and evidence-based or evidence-informed practices reinforced by data-driven decision-making. Services must be delivered within one of Wisconsin’s seven designated Youth Services Regions, though applicants are not required to serve the entire region. Only nonprofit organizations, local government entities, and tribal governments are eligible to apply, with one contract anticipated per region to ensure broad geographic coverage across the state. The solicitation number is 437003-G27-0002735, with proposals due by August 18, 2026, at 2:00 PM Central Time, and the RFP was posted on June 10, 2026. All inquiries must be submitted according to the guidelines in section 1.8 of the RFP document and cannot be sent through eSupplier. The Wisconsin Department of Children and Families is the contracting agency, with Megan Doll serving as the primary point of contact via email at dcfprocurement@wisconsin.gov or phone at 608-422-6368. The program operates statewide within Wisconsin, and interested parties are directed to the vendor portal for full documentation and submission details.

Full Description
The target population for the RHY Program is youth and young adults ages 12-21 who have run away, are at-risk of running away, are homeless, or are at imminent risk of becoming homeless. Proposers may select a subset of this age range and youth may or may not have a history of child welfare or youth justice involvement. Services must be provided in one of the seven Youth Services Regions, see Appendix 1, Youth Services Regions Map. It is not necessary for the agency to serve the entire region.
The State, as represented by DCF, intends to use the results of this RFP to award one (1) RHY Program contract in each Youth Services Regions identified in Appendix 1. Non-profit organizations, local units of government and tribal governments are eligible to apply.
Questions should be submitted as described in the RFP Document section 1.8. Do not submit questions through eSupplier.
