THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation NC-NM4500-23-00522 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-04. The National Oceanic and Atmospheric Administration's (NOAA), National Ocean Service (NOS) has requirements for port main diesel engine refurbishment services on the NOAA Research Vessel Manta (R8301). Anticipated performance start date of November 1, 2023 will be negotiated at time of contract award. All work will then be completed by March 31, 2024. The Place of Performance will be at a location defined by contractor. The vessel is to be transported at sea by the government to and from the repair facility. The government shall assess the cost of $45/per nautical mile at sea from its mooring in Galveston TX, to and from the proposed repair facility in determining the lowest cost proposal. The government shall include the travel costs of a Galveston-based NOAA representative in accordance with the JFTR (Joint Federal Travel Regulations) during the entire duration of repairs conducted greater than 50 miles from vessel mooring in Galveston to determine the lowest cost proposal. Contract Type/Evaluation The Government will award a firm fixed price contract based on Lowest Price Technically Acceptable (LPTA). Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor's quote. The North American Industry Classification Code (NAICS) for this acquisition is 336611, Shipbuilding and Repair with a business size standard of 1,300 employees. Service Contract Labor Standards A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Determination Number 2015-5233, Revision Number 24, dated December 27, 2022.
