AI Contract Overview

The Social Security Administration (SSA) plans to negotiate exclusively with Basic Contracting Services, Inc. (BCSI) to continue providing armed guard services at two Durham, North Carolina locations: the Second Support Center and the RTP Building. This sole-source action is authorized under FAR 6.302-1 due to the unique capability of BCSI, the only responsible contractor able to meet the agency’s security needs without disrupting service. The original contract for armed guard services at the SSC was awarded to BCSI in 2009, but with a new contract recently awarded to Frontline Security Services as of May 16, 2014, an extension with BCSI is needed to allow a 60-day transition period and prevent any security gaps. This particular contract modification extends BCSI’s period of performance by 14 days, from July 1 through July 14, 2014, ensuring continuity while the new contractor comes onboard. No other vendors or contract vehicles within the agency are currently available to fulfill the SSA’s requirements in a timely manner, reinforcing the need for sole-source negotiation with BCSI under NAICS code 561612, which pertains to security services. The contract extension is strictly for continuity of services, and this notice is informational only; it does not constitute a solicitation or request for proposals, nor will submissions in response be paid or considered for award. Inquiries or capability statements related to this transaction must be submitted in writing via the FedConnect system.

The Social Security Administration (SSA) intends to negotiate solely with Basic Contracting Services, Inc. (BCSI), 6170 Research Rd Ste. 205, Frisco, TX, 75033, under the authority of 41 U.S.C ? 3304(a)(1) as set forth in Federal Acquisition Regulation (FAR) Subsection 6.302-1 ?Only one responsible source and no other supplies or services will satisfy agency requirements? to continue providing armed guard services at the Second Support Center (SSC), located at 3604 Louis Stephens Drive, Durham, North Carolina 22709 and the RTP Building located at 3308/3310 Chapel Hill - Nelson Boulevard, Durham, North Carolina 27709. SSA competitively awarded contract number SS00-09-60012 for armed guard services at the SSC on February 4, 2009 to BCSI. The agency awarded a contract to a new awardee, Frontline Security Services, on May 16, 2014, and we need an extension on the current contract to ensure proper security at the SSC facility, and to prevent a lapse in security service, during the 60-day transition period (May 16, 2014 through July 15, 2014). The modification covered under this action will extend the contract period of performance for 14 days, from July 1, 2014 through July 14, 2014. This contract extension will provide continuity of services for two additional weeks while the new contractor transitions onboard. No other vendor has the ability to provide the required level of support without the possibility of a lapse in service to the Agency. There are no other contractual vehicles currently available within the Agency to provide the required support in a timely manner. We have concluded that no source other than BCSI can satisfy SSA?s needs. The North American Industry Classification System (NAICS) code is 561612 and the size standard is $19.0 million.
