The United States Marshals Service, through its Justice Prisoner and Alien Transportation System (JPATS), is planning to issue individual personal services contracts for armed and unarmed guard services in the Virgin Islands for the government fiscal year starting October 1, 2005, and ending September 30, 2006. These contracts will have a fixed hourly rate with a capped total dollar amount and are intended to support transportation and secure custody of federal prisoners and detainees, including illegal aliens, during airlifts. Guards will provide backend security on JPATS aircraft, hangar security, and security at the Bureau of Prisons Federal Transfer Center, working alongside various federal law enforcement agencies. Applicants must meet strict requirements, including being U.S. citizens residing in the U.S. or its territories, at least 21 years of age, fluent in English, and demonstrating firearms proficiency according to USMS standards. A minimum of one year’s relevant law enforcement or detention experience within the past five years is necessary, with specific accepted backgrounds such as active, retired, or former officers in state/local law enforcement, corrections, federal law enforcement, or military police. Private security experience qualifies only under stringent conditions. Before contract award, candidates must pass a fit-for-duty medical exam and drug test at their own expense and complete certified flight safety training. Interested and qualified individuals are encouraged to contact designated supervisory U.S. Marshals officers for application materials, as no formal solicitation will be issued.
