1. Contract Information: The Department of Veterans Affairs (VA) is conducting market research to identify qualified sources capable of providing the design, implementation, and operation of a Utility Energy Services Contract (UESC) energy management project for the VA Medical Center (VAMC) located at:
Washington VAMC: 50 Irving Street, Northwest Washington, DC 20422-0001
2. Background: Title 42 U.S.C. 8256 authorizes federal agencies to participate in utility incentive programs designed to increase energy efficiency, enhance water conservation, and manage electricity demand. Agencies may accept financial incentives, goods, or services generally available to utility customers when such incentives support energy or water conservation efforts.
Agencies are encouraged to negotiate with electric, water, and gas utilities to develop cost-effective demand management and conservation programs tailored to agency needs. If an agency meets the eligibility criteria applicable to other customers of a utility incentive program, the utility may not deny the agency rebates or other eligible incentives.
3. Description of the Requirement: A UESC enables agencies to complete energy savings projects without upfront capital investment or specific congressional appropriations. Under a UESC, the selected utility provider finances the project using its own funds, third party financing, or a combination and is repaid through the resulting utility cost savings.
The Utility will:
Conduct a comprehensive energy audit. Identify energy saving improvements. Design and construct the approved project. Develop and implement a savings assurance plan. Arrange project financing.
Energy savings will be measured throughout the financing term to ensure repayment through verified savings.
4. Project Information: The contractor shall design, engineer, construct, commission, and, if necessary, arrange third party financing for VA identified Energy Conservation Measures (ECMs). The VA s preliminary ECM Wish List represents the full range of ECM categories that may be evaluated during development of the UESC and includes, but is not limited to:
Chiller Plant Improvements Building Automation Systems / Energy Management Control Systems Heating, Ventilating, and Air Conditioning Systems Lighting Improvements Building Envelope Modifications Chilled Water, Hot Water, and Steam Distribution Systems Electric Motors and Drives Water and Sewer Conservation Systems Energy Utility Distribution Systems Energy Cost Reduction through Rate Adjustments Energy Related Process Improvements Commissioning / Retro Commissioning (RCx) Advanced Metering Systems
Note: The specific ECMs anticipated for this project and evaluated for contractor capability are listed in Question 12 of the Sources Sought Questionnaire. These represent the ECM categories most likely to be pursued initially under this UESC, while the Section 4 list reflects the broader set of ECMs that may be reviewed, expanded, or refined during audit and project development.
Additional Site-Specific Program Information:
The Government anticipates running an accelerated chiller plant design effort immediately following Utility selection. This design effort will occur concurrently with the UESC Feasibility Study and is intended to address critical chilled water, and HVAC system needs. The VAMC is also evaluating potential tie-ins with the VA Facility Recapitalization Program, which focuses on correcting FCA identified deficiencies across core mechanical subsystems including primary and secondary chilled water, cooling towers, air handling equipment, and associated HVAC infrastructure. While these recapitalization activities are separate from this Sources Sought, the accelerated chiller design effort and any related recapitalization coordination may inform future UESC project development
5. Submission Requirements: The Government does not intend to rank submittals or reply to interested companies/firms. This synopsis is for Market Research purposes only and is not a request for proposal (RFP) or request for quote (RFQ). The Government will NOT reimburse respondents for any costs incurred in preparation of a response to this notice. Be limited to 20 pages, including the completed questionnaire. Exclude brochures, cover letters, and other extraneous materials. Be submitted electronically; hard copy and facsimile submissions will not be accepted.
