The facility spans 126.65 acres and requires comprehensive landscaping services including weekly mowing and edging of lawns, trimming of hedges and trees, biannual fertilization, removal of weeds and dead vegetation, cleanup of fallen leaves and debris, and cleaning of exterior concrete surfaces to maintain a professional and visually appealing environment. All services must be performed in accordance with a Quality Control Plan and performance standards. While this RFI is not a solicitation for award and no contract will be issued based on responses, it is designed to gather market intelligence to inform future procurement decisions under NAICS code 561730 (Landscaping Services). Respondents must provide their UEI number, business size classification, and socioeconomic status—such as SDVOSB, VOSB, WOSB, or HubZone—along with verification that they qualify as small businesses under the applicable NAICS code. A critical requirement is proof of active Missouri pesticide licensing and a demonstration of how the company will meet the 51% small business performance threshold if claiming SDVOSB, VOSB, or small business status under FAR and VAAR subcontracting limitations. Responses must include evidence of capability to perform the required services and be submitted exclusively via email to the designated point of contact by May 11, 2026, at 9:00 AM CT. No telephone submissions will be accepted, and failure to respond to all requested information will result in a non-responsive determination that could impact potential set-aside eligibility in the future solicitation. The place of performance is fixed at the Jefferson Barracks VAMC campus in St. Louis, MO, and no formal evaluation criteria, contract value, or delivery schedule are established at this stage, as this is strictly a pre-solicitation market research tool.
