The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA), through its Eastern Region Acquisitions Division in Kansas City, plans to award a sole source contract to Native Intelligence Inc. for updating and revising its proprietary web-based safety training program. This decision follows a sources sought notice issued in early 2011 that received no viable responses from other vendors. The contract involves modernizing the 2002 NOAA Safety and Environmental Awareness training program, which consists of 21 modules covering topics such as Environmental Compliance Awareness, Risk Management, various safety areas including driving, diving, aviation, and radiation, as well as sustainability. Key updates include refreshing the program's language, references, and links with current information, incorporating updated graphics featuring NOAA’s safety mascot "Safety Seagull," and a complete overhaul of the 63-question quiz to include government-provided questions, one of which will assess user analytical skills. All NOAA employees and contractors will be required to complete the revised training, which will remain linked to the existing compliance tracking system and hosted on Native Intelligence’s servers. Selecting Native Intelligence ensures continuity and cost-effectiveness, as switching vendors would necessitate significant startup and development expenses to create a new safety program from scratch. The place of performance is Silver Spring, Maryland, and the contract specialist overseeing the award is Shelley Smith, who can be contacted via NOAA’s office in Norfolk, Virginia. This effort supports NOAA’s commitment to maintaining high safety and environmental standards through accessible and up-to-date training.
