Salt Lake City Corporation Department of Airports Compliance Audit Services

The Salt Lake City Corporation Department of Airports is seeking a qualified independent audit firm to conduct a forensic and compliance audit of the Airport Redevelopment Plan, a terminal construction program valued at approximately 5.1 billion dollars. The scope of work involves verifying that costs paid to vendors and contractors align with contract terms, identifying indicators of fraud, waste, or abuse, and ensuring that installed materials and workmanship meet specifications. The audit must be performed in accordance with Generally Accepted Government Auditing Standards (Yellow Book), the Institute of Internal Auditors' International Professional Practices Framework (Red Book), and Association of Certified Fraud Examiners practice guidance. Additionally, the firm must ensure compliance with FAA grant requirements and federal procurement standards under 2 CFR Part 200. Proposals are due by October 23, 2026, with an estimated contract start date of January 1, 2027. Qualified firms must provide a not-to-exceed fee proposal and demonstrate specific expertise, including having at least one Certified Fraud Examiner, one Certified Internal Auditor, and one team member with Certified Construction Auditor credentials or equivalent experience. Evaluation is based on relevant experience, proposed methodology, staffing qualifications, and cost reasonableness. The selected consultant must maintain professional and commercial general liability insurance of at least 2 million dollars per occurrence and adhere to Utah's Government Records Access and Management Act and employment status verification laws.
