San Luis Obispo (SBP) ATCT Roof Replacement

The contract is for the replacement of the roof at the Air Traffic Control Tower (ATCT) at San Luis Obispo Municipal Airport (SBP), with a specified roof area of approximately 361 square feet. The scope encompasses full removal and disposal of the existing roofing system, installation of a galvanized roof hatch guardrail kit with a self-closing gate to ensure code compliance, replacement of all roof drains and the roof hatch, and relocation of the grounding counterpoise from the roof to the parapet wall. Daily removal and proper disposal of all debris in accordance with local and state regulations is mandatory. The work must comply with federal, state, and local safety, security, and building codes, with strict adherence to industry standards including ASTM E 108, ASTM E 119, ASTM C 1289, FM Approvals, UL listings, SMACNA guidelines, and ENERGY STAR requirements. The roof system must achieve a minimum R-value of R-30 and a vapor retarder with permeance not exceeding 0.13 perm. Materials must be delivered in original, unopened containers with proper labeling, stored in clean, dry conditions within manufacturer-specified temperature ranges, and protected from sunlight and damage. The contract is a total small business set-aside under NAICS code 238160, with a 120-day period of performance beginning upon issuance of the Notice to Proceed, accounting for Federal holidays and site-specific restrictions. All work must occur between 0700 and 1600 and be coordinated with air traffic control to avoid disruption of the National Airspace System. The contractor must maintain a project superintendent on-site at all times, submit a detailed health and safety plan, including SDS documents and employee lists, and comply fully with OSHA 29 CFR Part 1926.
