This bid solicitation cancels and supersedes previous bid solicitation number W0125-22WR17/A dated 2022-07-06 with a closing of 2022-08-08 at 2:00 PM EDT. A debriefing or feedback session will be provided upon request to bidders/offerors/suppliers who bid on the previous solicitation.
This Bid Solicitation is issued against the Learning Services Supply Arrangement (SA) (E60ZH-2100LS), Stream 5 -Training delivery. All terms and conditions of the Learning Services SA apply and are incorporated into any resulting contract.
The requirement described herein is open only to PWGSC Learning Services SA (LSSA) Suppliers.
The Department of National Defence (DND) has a requirement to prepare and deliver training for Search and Rescue Operations using CC130H (Hercules) aircraft. Services include on-site ground school instruction for CC130H-SAR aircrew as well as development and maintenance of all CC130H-SAR ground training material. The aircrew includes Pilot, Air Combat Systems Officer (ACSO or navigator), Flight Engineer and Loadmaster. Services shall take place at 426 (T) Squadron (Sqn), located in 8 Wing, Canadian Forces Base Trenton, Ontario.
The Work is to be performed during the period of date of Award to 2024-03-31, with an irrevocable option to extend the term of the Contract by one (1) 1-year period.
Up to 4 Contracts may be awarded to fulfill the requirement. The responsive bidders with the lowest and second lowest total evaluated price for Flight Engineer Instructional Services will be recommended for award of a contract. The responsive bidders with the lowest total evaluated price in each of the remaining categories (Pilot Instructional Services and Loadmaster Instructional Services) will be recommended for award of a contract.
At the date of bid closing, the following conditions must be met:
(a) the Bidder must hold a valid organization security clearance as indicated in Part 7 - Resulting Contract Clauses;
(b) the Bidder's proposed individuals requiring access to classified or protected information, assets or sensitive work sites must meet the security requirements as indicated in Part 7 - Resulting Contract Clauses;
(c) the Bidder must provide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites;
