Atomically Precise Molecules (APM)
Solicitation # DARPA-PS-26-141
The Atomically Precise Molecules (APM) program, solicitation DARPA-PS-26-141, is a 36-month initiative by the DARPA Multi X Office seeking innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials. The program aims to develop scalable materials with strictly controlled monomer sequences and compositions, culminating in a prototype NLO material integrated into a government-provided electro-optic modulator capable of achieving greater than 1THz modulation. The effort is structured in two phases, with Phase I lasting 12 months and focusing on synthesis capabilities. Research limited to inorganic materials or incremental improvements to existing state-of-the-art practices is specifically excluded. Awards will be issued as Other Transaction for Prototype Agreements, with payments processed through the Wide Area Workflow system based on a schedule of milestones. Proposals are due by December 18, 2026, via the Broad Agency Announcement Tool and must include technical, management, and pricing volumes. Eligibility is restricted to U.S. organizations, and all performers must comply with CMMC Level 2 self-certification and NIST SP 800-171 standards for safeguarding Controlled Unclassified Information. Evaluation will be based on technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors.

Schaumburg Regional Airport, a general aviation facility with over 60,000 annual operations, currently supports 52 fully occupied hangar spaces across five buildings and 150 tie-down spots for outdoor aircraft storage. The airport accommodates six active businesses, including a fixed base operator authorized for airframe and powerplant repairs, avionics repairs, and flight instruction. It features a 3,800-foot runway and two prepared hangar spaces on the northern side, with additional hangar development contemplated but not yet realized per the Airport Layout Plan. The contract calls for a consultant to conduct a comprehensive feasibility study on hangar expansion options at the airport. The study must evaluate and compare scenarios involving Village-built hangars versus leasing land for private hangar construction on Village property. This analysis should include financial return-on-investment assessments, management considerations, minimum standards, liability aspects, tax implications, and maintenance requirements. The final deliverable will be a detailed report summarizing findings, financial analysis, and aerial imagery identifying potential development sites. Interested parties may seek additional details, including the RFQ and selection criteria, through the Village of Schaumburg's procurement portal before the response deadline. Key contacts for the project include the Airport Manager and Purchasing Supervisor.

Schaumburg Regional Airport is classified as a general aviation airport. Exceeding 60,000 operations per year, the airport is home to 52 hangar spaces across five buildings. The hangars are 100% occupied. The airport also features 150 tie-down spaces for outdoor aircraft storage. At present the airport hosts 6 active businesses including one fixed base operator that is approved for Airframe & Powerplant repairs, Avionics repairs, and Flight Instruction. The study would require separate return on investment analyses for both a Village build and Land Leases for private development. Management considerations, minimum standards, liabilities, taxes, and maintenance will need to be analyzed. The deliverable of the planning effort shall be a study document that summarizes the findings, financials, and provides aerials of potential hangar development locations.
