Science Management System (SMS) Power Platform Services

Agriculture and Agri-Food Canada’s Information Systems Branch is seeking experienced IM/IT professionals through a Task Authorization Contract under the Task-Based Informatics Professional Services (TBIPS) Supply Arrangement to support the Science Management (SMS) Replacement Project using Microsoft’s Power Platform. The requirement is limited to Tier 1 TBIPS holders based in the National Capital Region, specifically for Application/Software Architects and Programmer/Software Developers, with services provided on an as-and-when-requested basis. The contract will be active from the date of award until June 30, 2028, with an anticipated start date as soon as possible, and all work must be performed within Canada’s National Capital Region. Only qualified suppliers who have been pre-vetted under the TBIPS program are eligible to respond, and the solicitation uses a selective tendering process with no open competition. Proposals will be distributed directly by the Contracting Authority via email to eligible bidders, and submissions must be made by June 10, 2026, at 14:00 EDT. All personnel assigned to the project must hold at least a Secret security clearance, and the vendor must maintain a Designated Organization Screening (DOS) corporate security clearance. The contract is governed by TBIPS terms and conditions, and a customized Security Requirements Checklist applies. Pricing is not fixed and is tied to pre-established TBIPS rates, with no stated contract value or ceiling.
