Scum/Grit Removal From Influent Pumping Station Wet Wells

The City of Thunder Bay Environment Division is seeking a contractor for scum and grit removal from influent pumping station wet wells at the Water Pollution Control Plant located at 901 Atlantic Avenue, Thunder Bay, Ontario. The scope of work for the 2027 period includes scum layer and grit removal for Wet Well 1, and scum layer removal for Wet Wells 2 and 3. The contractor must utilize high-pressure water blasting equipment of at least 10,000 psi and vacuum trucks to remove waste, which must then be hauled to the City of Thunder Bay Solid Waste and Recycling Facility. The project requires a mandatory site visit on October 20, 2026, and a submission deadline of October 30, 2026. The contract is for a one-year term starting January 1, 2027, with an option to renew for four additional one-year periods. Because the work occurs in a Class 1 Zone 1 Hazardous Area, strict adherence to the Canadian Electrical Code, NFPA 82, and the Occupational Health and Safety Act of 1990 is required. Mandatory requirements for bidders include a license to haul sewage from the Ministry of Environment, Conservation and Parks and commercial general liability insurance of at least 5 million dollars per occurrence. Payment is based on hourly bid rates for actual on-site working hours, and final payment is contingent upon a successful camera inspection of the wet wells and the correction of any identified deficiencies.
