Clearing of Snow, Shovelling, Snow Blowing Various Locations

The City of Thunder Bay has issued RFP 2026-43 for snow clearing, shoveling, and snow blowing services across various locations for the 2026/2027 season, with options to renew for two additional seasons. The contract requires automatic clearing when snow, ice, or sleet accumulates to 5 cm or 2 inches, or at the end of a snowfall if at least one inch has occurred. Services are divided into five-day and seven-day operations depending on the facility, and contractors must commence any additional requested operations within two hours of notification. The scope includes the complete removal of snow and ice using contractor-supplied tools, the application of winter control materials, and strict adherence to Ontario Traffic Manual Book 7. Heavy equipment is prohibited on paving stone sidewalks. The award will be granted to the highest-scoring proponent based on a three-stage evaluation of mandatory requirements, technical criteria—including experience, capacity, and contract management—and pricing. Successful contractors must maintain a minimum of 5 million dollars in liability insurance and comply with the Occupational Health and Safety Act. Specific security requirements, including police clearance and fingerprinting, are mandatory for staff working at the Balmoral Police Station. Administration involves weekly invoicing per location, supported by a Snow Removal Log and validated against Environment Canada data. Performance is monitored by the City, and failure to meet standards may result in the requirement of a performance bond or a 24-month debarment from future bidding.
