The Space Development Agency (SDA) is responsible for defining and developing the Department of Defense threat-driven space architecture and accelerating the development and fielding of new military space capabilities necessary to ensure U.S. technological and military advantage in space. To achieve this mission, SDA will unify and integrate next-generation space capabilities to deliver the Proliferated Warfighter Space Architecture (PWSA), a resilient military sensing and data transport capability in Low Earth Orbit (LEO). The mission to deliver low-latency data transport and develop sensor-to-shooter and direct-to-weapon connectivity is critical to the Joint All Domain Command and Control (JADC2) approach to sense, make sense, and act at all levels and phases of war and across all domains, and to deliver information advantage at the speed of relevance. SDA is constructing satellites and ground stations with a Battle Management Command, Control and Communications (BMC3) capability that will support advanced decision-making from space, enabling the PWSA to react to emerging technology in the ever-evolving threat environment. SDA is dedicated to promptly delivering, from ideation to deployment, mission-specific software solutions, leveraging existing on-orbit systems, and data flows within a matter of months. Objectives for software solutions provided under this BAA include automating numerous processes within current architectures and providing additional capabilities for mission processing and data fusion. The SDA Battle Management Mission Applications Program BAA is attached. Solicitation # FA240126R0003
The Space Development Agency is soliciting proposals under solicitation FA240126R0003 for the Resilient Missile Warning Tracking Low Earth Orbit Ground Entry Points effort. This acquisition is structured as an Indefinite Delivery Indefinite Quantity contract with a ceiling of 369 million dollars, covering the development, integration, test, operations, and maintenance of Tranche 3 Ground Entry Points at multiple globally dispersed locations. The scope of work encompasses civil engineering from detailed design through construction, the procurement and installation of communications shelters, antennas, optical terminals, and networking equipment, as well as the development of Ground Support Equipment and Auxiliary Development Units. The contract includes an ordering period from March 31, 2027, to September 30, 2031, with option periods extending through September 30, 2035. Award will be determined using a best value tradeoff process where technical, management, and past performance factors are combined and considered significantly more important than price. The technical evaluation focuses on the understanding of requirements, feasibility of approach, and scalability, while management is assessed based on project and schedule management, subcontractor oversight, and security handling. Proposals must be submitted in seven volumes via the DoD Secure Access File Exchange by 4:00 PM Eastern Time on November 23, 2026. Large business primes are required to meet a minimum quantitative requirement of 5 percent small business participation. Performance Enhanced Real-time Ground Environment (PEREGRINE) Sentry
Solicitation # SDA-SN-26-0016
The Space Development Agency is seeking capable sources for the Performance Enhanced Real-time Ground Environment (PEREGRINE) Sentry effort to support the resilient missile warning and tracking mission. The objective is to evolve the current PWSA ground segment into a secure, multi-tenant common development environment and a loosely-coupled, Modular Open Systems Architecture compliant ground segment framework. The selected lead platform integrator will be responsible for managing the software ecosystem framework lifecycle, ingesting third-party application developer capabilities, and executing a low-risk legacy capability transition under a strict do no harm paradigm. Technical requirements emphasize expertise in Hybrid Cloud, DevSecOps, Multi-Level Security, and Model-Based Systems Engineering, with the production phase utilizing a hub-and-spoke architecture spanning Commercial Cloud Enterprise resources and on-premises capabilities at Ops Centers. The anticipated acquisition strategy begins with an 18-month firm-fixed-price Other Transaction Agreement prototype contract focused on developing the cloud-native framework and environment. This may be followed by a production contract consisting of a three-year base period and two three-year option periods. Prime contractors must maintain a Top Secret facility clearance and are subject to potential Organizational Conflict of Interest restrictions, which may preclude them from developing mission applications integrated into the ecosystem. Responses to this sources sought notice, which are for informational purposes and not a formal solicitation, are due by October 30, 2026, and must be limited to thirteen pages excluding the cover page.
