Atomically Precise Molecules (APM)
Solicitation # DARPA-PS-26-141
The Atomically Precise Molecules (APM) program, solicitation DARPA-PS-26-141, is a 36-month initiative by the DARPA Multi X Office seeking innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials. The program aims to develop scalable materials with strictly controlled monomer sequences and compositions, culminating in a prototype NLO material integrated into a government-provided electro-optic modulator capable of achieving greater than 1THz modulation. The effort is structured in two phases, with Phase I lasting 12 months and focusing on synthesis capabilities. Research limited to inorganic materials or incremental improvements to existing state-of-the-art practices is specifically excluded. Awards will be issued as Other Transaction for Prototype Agreements, with payments processed through the Wide Area Workflow system based on a schedule of milestones. Proposals are due by December 18, 2026, via the Broad Agency Announcement Tool and must include technical, management, and pricing volumes. Eligibility is restricted to U.S. organizations, and all performers must comply with CMMC Level 2 self-certification and NIST SP 800-171 standards for safeguarding Controlled Unclassified Information. Evaluation will be based on technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors.

Request for Proposal (RFP) - Resilient Missile Warning Tracking (RMWT) Low Earth Orbit (LEO) Ground Entry Points (GEPs)
Solicitation # FA240126R0003
The Space Development Agency is soliciting proposals under solicitation FA240126R0003 for the Resilient Missile Warning Tracking Low Earth Orbit Ground Entry Points effort. This acquisition is structured as an Indefinite Delivery Indefinite Quantity contract with a ceiling of 369 million dollars, covering the development, integration, test, operations, and maintenance of Tranche 3 Ground Entry Points at multiple globally dispersed locations. The scope of work encompasses civil engineering from detailed design through construction, the procurement and installation of communications shelters, antennas, optical terminals, and networking equipment, as well as the development of Ground Support Equipment and Auxiliary Development Units. The contract includes an ordering period from March 31, 2027, to September 30, 2031, with option periods extending through September 30, 2035. Award will be determined using a best value tradeoff process where technical, management, and past performance factors are combined and considered significantly more important than price. The technical evaluation focuses on the understanding of requirements, feasibility of approach, and scalability, while management is assessed based on project and schedule management, subcontractor oversight, and security handling. Proposals must be submitted in seven volumes via the DoD Secure Access File Exchange by 4:00 PM Eastern Time on November 23, 2026. Large business primes are required to meet a minimum quantitative requirement of 5 percent small business participation. The contract utilizes a mix of Firm Fixed Price for primary labor and materials and Cost Reimbursable arrangements for other direct costs and travel.

Pioneering Aerospace Capabilities, Engineering and Research
Solicitation # FA2391-23-S-2403
The Pioneering Aerospace Capabilities, Engineering and Research (PACER) program, under solicitation FA2391-23-S-2403, is a comprehensive Broad Agency Announcement issued by the Air Force Research Laboratory (AFRL) Aerospace Systems Directorate. This open, two-step solicitation is designed to fund research and development efforts that mature novel aerospace concepts and technologies to appropriate technology readiness levels, specifically targeting transformative capabilities for the warfighter. The program encompasses a wide array of specialized calls, including efforts for hypersonic weapon concepts (HAMWC), automated air-to-air refueling (CRONUS), advanced propulsion and power systems (SNAPP, AEPO, MSIPPT, HITEMP, INNATE), and multidisciplinary design and structures (MASTR, VOLARE, CC DROIDS). The acquisition process typically involves an initial white paper submission followed by full proposals from selected offerors, though some calls utilize a one-step process. Awards may take the form of contracts or assistance instruments, with anticipated types including Cost Plus Fixed Fee (CPFF), Firm-Fixed-Price (FFP), and IDIQ task orders. Due to the sensitive nature of the research, strict security protocols are enforced, requiring offerors to comply with AFRLI 61-113 for Science and Technology Protection and meet CMMC Level 2 and NIST SP 800-171 standards to access Controlled Unclassified Information (CUI). Proposals are evaluated based on the uniqueness and innovation of the approach, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary substantial factor.

Amendment 001 - The purpose of this amendment is to notify prospective offerors of the following made available: 1) Questions and Answers (Q&As). 2) O&I Industry Day Slides. To receive the documents above, please send an email to contact@example.gov with the subject line "T1 O&I DRAFT RFP Q&As and Industry Day Slides Request". Please include your organization's CAGE code and location in your request. Requests received from organizations that do not possess a facility clearance of at least Secret will be evaluated on a case-by-case basis. SDA will endeavor to respond to all requests in the order that they are received and within one business day of receipt. The documents shall be available until the closing date of this notice on December 17, 2021, 4:00 PM EST. __________________________________________________________________________ The Space Development Agency (SDA) is issuing this solicitation to establish the foundation ground operations and integration segment for Tranche 1 (T1), the Initial Warfighting Capability Tranche, of the National Defense Space Architecture (NDSA). The NDSA's operational utility is predicated on the availability of a ubiquitous data and communications Transport Layer provided by a proliferated constellation of relatively small, mass-producible space vehicles (SVs) in low Earth orbit (LEO). The Tranche 1 Transport Layer (T1TL) SVs will be similar to those currently under development for the Tranche 0 Transport Layer with targeted technology enhancements, mission-focused payload configurations, increased integration, and greater production efficiencies. The T1TL will provide global communications access and deliver persistent regional encrypted connectivity in support of Warfighter missions around the globe by serving as the backbone for Combined Joint All Domain Command and Control (CJADC2) built upon low-latency data transport, sensor-to-shooter connectivity, and direct-to-weapon connectivity. The SDA is seeking Operations and Integration (O&I) support for the T1TL constellation as well as future capability layers and tranches from two redundant, geographically separated, and potentially government owned and Contractor operated (GOCO) operation centers. The Contractor will demonstrate the capabilities to manage, operate, maintain, and provide logistical and general support for the T1 O&I. The expectation is for the T1 O&I Contractor to provide the personnel, tools, materials, and other items necessary to perform the Operations and Integration Statement of Work (SOW) requirements on a 24-hours-a-day, 7-days-a-week (24/7) basis year-round. This level of support will generate a common operational picture of the NDSA by actively monitoring the network and mission systems. The Period of Performance (PoP) is a potential total of 5 years, with a base period of 2 years of Operations and Sustainment after operational acceptance and 3 one-year options. SEE ATTACHMENTS FOR DETAILS. The Draft O&I Request for Proposal (RFP) is attached. To receive Attachment 1 (Statement of Work and Technical Requirements Document) and the Draft O&I Bidder's Library, please send an email to contact@example.gov with the subject line - SDA Draft O&I RFP Attachment Request. Please include your organization's CAGE code and location in your request. Requests received from organizations that do not possess a facility clearance of at least Secret will be evaluated on a case-by-case basis. SDA will endeavor to respond to all requests in the order that they are received and within one business day of receipt. All feedback should be provided via email to contact@example.gov no later than December 1, 2021 at 4:00pm, EST, with the subject line "SDA Draft O&I RFP Feedback." If you wish to submit classified feedback please notify us by sending a message to the same email address to request classified submission instructions. DO NOT submit classified information to this email address.
