The U.S. Citizenship & Immigration Services (USCIS) Office of Intake and Document Production is seeking to procure polycarbonate card stock that complies with strict International Organization for Standardization (ISO) standards and incorporates advanced security features such as Radio Frequency Identification (RFID) and embedded holographic images. These secure cards will be used to produce immigration benefit documents including Permanent Resident Cards and Employment Authorization Documentation, which serve as official proof of immigration status and may permit entry to the United States. The contract anticipates an estimated annual requirement of 4 million cards, with the potential to increase up to 8.5 million, emphasizing the need for highly secure, tamper-resistant, and counterfeit-resistant materials. Along with the card stock, the contract will encompass ancillary services such as card design, program management, technical analysis, secure storage, and delivery. USCIS plans to award a single indefinite quantity/indefinite delivery (IDIQ) contract with five one-year ordering periods, totaling up to five years. This procurement will follow a full and open competition with a requirement for small business participation and will be administered under FAR Parts 12 and 15, utilizing a multi-phased best-value tradeoff evaluation process. All solicitation activities will be conducted electronically via the Contract Opportunities (beta.SAM.gov) platform, where interested parties must monitor for updates. Delivery locations include USCIS production facilities in Corbin, Kentucky, and Lee’s Summit, Missouri, while the primary performance will take place at the contractor’s facility. This acquisition falls under NAICS code 325211 and does not relate to information technology services. The notice is a pre-solicitation and does not obligate the government to award a contract.
