Security Forces CCTV/Advantor Upgrade

The NHANG is proceeding with a sole-source procurement to upgrade its Security Forces CCTV system using Advantor Systems, Inc., the incumbent contractor for the 157th ARW’s security infrastructure. The acquisition involves purchasing, installing, and integrating new CCTV cameras while refreshing existing units to enhance base defense capabilities. The system must remain compatible with Advantor’s proprietary, closed architecture, which restricts the government from engaging third-party vendors due to technical incompatibility, warranty voidance, and the prohibitive cost of replacing the entire infrastructure. The procurement is justified under 41 U.S.C. 1901 and implemented through FAR 13.106-1(b)(1), with no competitive solicitation planned as quotes are not being requested. The contract is structured as a Firm Fixed Price under NAICS Code 423610, with no set-aside designated. Performance will occur at Newington, New Hampshire, and the Contracting Officer, Richard Trafton, along with Contract Specialist Joseph Jeddrey and Technical Representative Derek Arsenault, are the primary points of contact. Although the estimated cost has been redacted, the Contracting Officer has determined that the anticipated expenditure will be fair and reasonable.
