SEED EXTRACTION & PROCESSING 2026

The Bureau of Land Management, under the Department of the Interior, is soliciting commercial services for tree seed extraction, processing, and germination testing at the Walter Horning Seed Orchard in Colton, Oregon, and the Travis Tyrrell Seed Orchard in Lorane, Oregon, under solicitation number 140L4326Q0065. This is a firm-fixed-price commercial service contract with a performance period from September 1, 2026, to May 31, 2027, and is set aside exclusively for small businesses under FAR 19.5 with NAICS code 113210. Contractors may bid on one or both orchards and must be licensed, bonded, and insured, with additional requirements including compliance with Oregon’s Farm/Forest Labor Contractor’s License if applicable and maintaining U.S. Department of Labor registrations under the Migrant Seasonal Agricultural Worker Protection Act. All work must adhere to strict packaging and labeling standards: seeds must be packaged in clear plastic at least six mil thick, double-sealed with quarter-inch seals, and placed in cardboard boxes not exceeding 30 pounds per box. Each seed lot must be segregated with visible identification, and x-ray labels must include harvest year, orchard unit, breeding unit, stand, tree number, or bulk ID. Cone bags must be bundled in groups of 25, labeled “good” or “bad,” with exact counts noted for incomplete bundles. One hundred-seed samples must be packaged with cone tags when requested by the Contracting Officer’s Representative. The Government will inspect seed lots for weight, moisture content, purity, and filled seed quality, with rework required unless adequate justification is provided for any lot falling below 96% purity or 90% filled seed. Machine settings must be adjusted if mechanical damage or loss of filled seed exceeds 2%. All inspections may take up to two weeks, and invoicing is prohibited until clearance is received from the Government. Payments must be submitted electronically via the U.S. Treasury’s Invoice Processing Platform, with invoices tied directly to contract line items. Contractors are responsible for site cleanup, restoration of damaged roads, and compliance with all federal labor and safety standards, including providing sanitary housing with potable water, proper sanitation, first aid, laundry access, and fire safety equipment during fire danger seasons.
