The space must range from 40,000 to 45,000 ABOA square feet with specific zoning requirements including a minimum of 23,100 square feet of open modular workspaces, eight private offices at approximately 270 square feet each, a 600-square-foot break room, a 2,800-square-foot mail storage area, a 2,000-square-foot conference/training room, a 64-square-foot secure vestibule, a 500-square-foot secure storage room, two administrative rooms totaling 8,500 square feet, and an 180-square-foot server room with 24/7 cooling. The building must have loading dock and freight elevator access, cannot be collocated with law enforcement or tax collection tenants, and must support low-to-moderate visitor traffic. The government will not occupy the space before July 2027, and the lease term is five years with three years firm, requiring offerors to submit a $0.01 rate for years six through ten even though proposals are evaluated on a 10-year framework. The space must be modern, professionally maintained, and delivered in a turnkey condition without reliance on tenant improvements or building-specific amortized capital. While furnished equipment is optional and subject to government inspection and acceptance, it is not required for technical eligibility or award consideration. All offers must be submitted via the GSA Leasing Portal between July 1 and July 7, 2026, and include a scaled floorplan, proof of ownership authorization, and a marketing package with photos. Proposals are evaluated on a lowest-priced, technically acceptable basis, and offerors must maintain active SAM.gov registration and comply with all federal, state, and local codes including Section 889 of the FY19 NDAA. The government reserves the right to accept the closest acceptable alternative if no proposal fully meets requirements, and failure to complete all required portal fields or furnish requested due diligence materials will result in an incomplete offer.
