Selective Harnessing of Intrinsic Neuroplasticity Engineering (SHINE)

The Selective Harnessing of Intrinsic Neuroplasticity Engineering (SHINE) program, issued by the DARPA Defense Sciences Office under solicitation DARPA-PA-25-07-06, seeks innovative basic and applied research to selectively induce adaptive neuroplasticity within specific brain cell types, regions, or circuits. The program is structured into two distinct paths: Track A, which focuses on translationally mature technologies aimed at imminent clinical trials, and Track B, which targets foundational, high-risk concepts intended for imminent or ongoing animal testing. All awards are issued as Other Transaction (OT) for Prototype Agreements with a maximum value of 2,000,000 dollars per award, including any performer cost share. The period of performance is 18 months, with a planned start date of January 2027. Performance is managed through a fixed-price payable milestone structure consisting of five key milestones: experimental baseline and validation, selective substrate localization, localized target engagement verification, circuit-selective neuroplasticity demonstration, and intervention prototype finalization. Technical progress is validated through quantitative data and a mandatory site visit by the Program Manager between months 8 and 10. Proposers must adhere to strict cybersecurity requirements, including a current CMMC status and annual affirmation posted in the Supplier Performance Risk System. Proposals must be unclassified, submitted as a single zip file via the BAA T Portal by October 9, 2026, and must utilize the provided streamlined cost buildup workbook for pricing.
