The contractor must also submit a completed Non-Collusion Affidavit and comply with extensive employment and socioeconomic requirements, including a 6.9 percent female workforce goal and a 1 percent minority participation goal, with an aspirational 5 percent MBE and 3 percent WBE goal for contracts over $25,000, as well as Section 3 labor hour targets of 25 percent for all Section 3 workers and 5 percent for targeted Section 3 workers where HUD or CDBG funding exceeds $300,000.
