There is no express or implied obligation for the Lycoming-Clinton Joinder Board to reimburse responding firms for any expenses incurred in preparing proposals in response to this request. Any inquiries must be directed via the “Clarifications” feature within PennBid. The deadline for submitting questions is 4:30 pm on September 18, 2026. Responses to general questions will be circulated to RFP recipients. Sealed proposals for Financial & Compliance Audit Services for Fiscal Years 2025-2026, 2026-2027, and 2027-2028 will be received by The Lycoming-Clinton Joinder Board until 4:30 p.m. on September 25, 2026, via the PennBid website – http://Pennbid.Procureware.com. During the evaluation and selection process, proposers should be prepared to provide additional information, executive summaries, or make oral presentations, as requested.
