The US Army Space and Missile Defense Command plans to negotiate a three-month sole source extension with Dynetics, Incorporated, located in Huntsville, Alabama, to continue providing Sensor Processing, Exploitation, and Coordination support under the existing contract DASG60-99-D-0003. This short-term extension is essential to avoid disruption in ongoing work and commitments while a competitive procurement process is underway. Awarding this contract to any other source at this time would lead to unacceptable delays and increased costs due to the complexity and continuity requirements of the current tasks. The extension will be made under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2)(iii), allowing negotiation without competition based on the need to avoid duplication and maintain seamless support. The contract modification supports ongoing missions and planned activities until the new competitive contract is awarded. Responses from other sources are invited within 15 days of the notice publication but this is not a formal solicitation, and all inquiries must be submitted in writing to designated contacts, with no telephone calls accepted. This acquisition is restricted to domestic firms, with Dynetics as the sole intended contractor for this extension to prevent costly program delays.

Full Description

The US Army Space and Missile Defense Command intends to negotiate on a sole source basis with Dynetics, Incorporated, Huntsville, Alabama, for a three (3) month extension to the current Dynetics Contract DASG60-99-D-0003. The proposed action is pur suant to 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii). This extension is required to maintain uninterrupted Sensor Processing, Exploitation, and Coordination support pending completion of a competitive award currently underway. Award to any source other than Dynetics would not support current agency and customer commitments and would result in unacceptable delays and substantial costs. This action will be a modification to the existing contract. The e xtension will support the execution of work in progress and planned until a new competitive award can be completed. The significant duplication of cost involved with a new contractor is considered to be well beyond any cost savings that might be achieved through competition of this short term effort. Under the authority of FAR 6.302-1(a)(2)(iii), this action is directed toward Dynetics, Incorporated. This acquisition is not open to foreign firms. All responses should be directed to Jae Steele at jae.ste contact@example.gov or Dianne Trimble at contact@example.gov and must be received within fifteen (15) days from the publication date of this synopsis. No telephone inquiries will be accepted. The proposed contract action is for supplies or service s for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(iii). This notice of intent to negotiate a sole source modification to Contract DASG60-99-D-0003 is not a request for competitive pro posals. A determination by the government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a response which will be considered. T his is NOT a formal notice of solicitation. Telephone or facsimile inquiries and/or responses will not be accepted.
