The government plans to negotiate a modification to contract N00164-05-D-6661 with Concurrent Technologies Corporation (CTC) of Johnstown, PA, to increase the contract ceiling in order to complete ongoing tasks and related work that have already commenced under this agreement. To date, approximately 40 task orders have been awarded under this contract, with an expectation of about 12 additional task orders as extensions of phased developmental activities. This modification is intended solely to address requirements that exist prior to the anticipated award of a task order under the Seaport contract, which is expected around late November. The modification will only cover requirements directly related to work already performed under the existing contract. Negotiations will proceed on a sole-source basis in accordance with the Federal Acquisition Regulation (FAR) 6.302-1, meaning no formal solicitation will be issued, but a notice is posted due to the modification value exceeding $25,000. The solicitation was posted on both the Federal Business Opportunities (FBO) and Navy Electronic Commerce Online (NECO) sites, with the latter serving as an alternative access point if FBO is unavailable. All inquiries can be directed to the contract specialist Lisa Larson or the contracting officer J.D. Martin via phone or email. The contract falls under the Department of Defense, specifically the Naval Surface Warfare Center Crane Division in Crane, Indiana.

This solicitation is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane at http://www.crane.navy.mil/acquisition/homepage.htm . The Government intends to negotiate a modification to existing contract number N00164-05-D-6661 to increase the ceiling value in order to complete current tasks and related tasking that have been started under this contract. Approximately 40 task orders have been awarded to date, with expectation of approximately 12 more awards that are continuations of phased developmental activities started under this contract. The Government is in the process of initiating a task order under the Seaport contract to meet future requirements. It is anticipated that the Seaport task order will be awarded approximately late November. This modification will only accommodate requirements that exist before the award of the Seaport task order and will only accommodate requirements directly related to work that has already been performed under this contract. The existing contractor is Concurrent Technologies Corporation (CTC) of Johnstown, PA. Negotiations will be held on a sole source basis! with CTC in accordance with FAR 6.302-1. Thus, numbered note 22 applies. Based on the fact that the Government intends to execute a modification to the existing contract, no formal solicitation will be issued. This notice is being executed in accordance with FAR 5.2 because it is anticipated that the modification to the existing contract will exceed $25,000. Questions concerning this action may be directed to contract specialist Lisa Larson at telephone +1 (555) 000-0000, email contact@example.gov or contracting officer J.D. Martin at telephone +1 (555) 000-0000, email contact@example.gov.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA)
Solicitation # ARPA-H-SOL-26-163
The Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA) program, issued by the Advanced Research Projects Agency for Health (ARPA-H) under solicitation ARPA-H-SOL-26-163, aims to advance the understanding and treatment of autism by identifying evolving developmental trajectories across the lifespan. The program focuses on the nonlinear interactions between genetic, biological, behavioral, and environmental factors to move toward personalized intervention. The scope of work is divided into four Technical Areas: Multi-Factor Analysis and Trajectory Identification (TA1), Population-Scale Modeling and Data Integration (TA2), Precision Intervention and Trajectory Testing (TA3), and Technologies for Communication, Quality of Life, and Embedded Assessment (TA4). Key deliverables include an operating federated network with at least ten live nodes, open-license data standards, a versioned model registry, and the development of technologies that combine clinical assessment with tools to improve daily function and quality of life. Awards will be made via Other Transaction (OT) instruments to proposers determined to be the most advantageous to the government based on scientific merit, capabilities, price/value analysis, and relevance to the ARPA-H mission. The program utilizes a milestone-based acceptance process with gates at 12, 24, and 48 months. Technical requirements emphasize privacy-preserving linkage, differential privacy, and secure execution. Proposers must be registered in SAM.gov and are required to use specific templates for Solution Summaries, with staggered submission deadlines ranging from October 2026 through January 2027. ARPA-H prioritizes entities that will conduct the funded work within the United States.

Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.
