AI Contract Overview
This contract requires the design and build of suicide prevention infrastructure at the Jennifer Moreno VA Medical Center in San Diego, California, specifically targeting the PG-1 Level 2 north end and PG-2 Level 1 center west end. The scope includes fabricating and installing a custom metal suicide prevention wall with matching materials, color, and form to existing structures, incorporating angled metal panel elements to prevent climbing and replacing demolished railings and embedded posts. The work demands precise concrete patching, installation of wedge anchor eye bolts at four-foot intervals, third-party pull testing for structural integrity, and the placement of a 177-foot by 10-foot-4-inch fall safety netting system in the light well area. Additionally, existing chain-link fence poles must be relocated, and all debris must be cleaned up and removed upon completion. The contract further mandates the installation of new 18-gauge stainless steel perforated panels mounted on pre-galvanized framing frames, supported by stainless steel J-molds and anchored to concrete using galvanized mounting plates. These sections will be erected using a 2-man extended boom lift and reach forklift with jib, with final welds applied on-site. All installations must comply with approved heights, materials, and colors as directed by the VASD COR Representative, with only two shop drawing submissions permitted at 50% and 100% completion. Permits must be posted per VASD Safety and Infection Control requirements, all work outside standard hours must be reported to the Contracting Officer and Contracting Officer’s Representative, and a licensed Professional Engineer must independently review the design. The award is set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 236220, with performance occurring at the San Diego VA campus under the oversight of the Department of Veterans Affairs.
