Full Description

In June of 2025, the Florida Department of Health, Miami-Dade County Health Department (Department), began negotiating contractual requirements with Security Alliance, LLC (Vendor), with the intention of issuing a new Purchase Order (PO) for services beginning July 1, 2025. The PO would continue the provision of providing security guard services at Department facilities at the same level that was expiring on June 30, 2025, with PO# C3CE41. During the negotiation phase, the Department realized that the PO would not be issued by the necessary start date of July 1, 2025, which led to the Department authorizing the Vendor to continue providing these services on this date at the levels established under PO# C3CE41’s Scope of Work without an active PO in place. During negotiations, the Department ended up going with a new company to provide these services in Fiscal Year 2025/2026. All services between the Department and Vendor ended on August 1, 2025, without a PO ever being issued for any Fiscal Year 2025/2026 provided services. From August 5, 2025, through August 20, 2025, the Department received Vendor’s twenty-two invoices captured on the associated Exhibit A totaling $ 64,956.16 for costs incurred for services provided during the period of July 1, 2025, through August 1, 2025. However, the Department was unable to process these invoices due to the lack of an active PO at the time services were provided.
