The Florida Department of Health, Division of Disease Control and Health Prevention, entered into a settlement agreement with 22nd Century Technologies, Inc. to resolve a payment dispute regarding bookkeeping clerk services. These services, which included claims processing, payment posting, and billing activities within the Healthpac and Change Healthcare systems, were performed between July 1, 2025, and July 13, 2025. Although the parties began negotiations in March 2025, the necessary purchase order was not issued until July 14, 2025, resulting in a period where the vendor provided services without an active purchase order in place. Because the services were rendered before the formal issuance of Purchase Order C5D80B, the Department was unable to process the vendor's invoices through standard business channels. The settlement resolves the outstanding balance for Invoice 1579935 and Invoice 1580654_A, totaling 5,641.65. This agreement, finalized in October 2025 under solicitation SAQ10, ensures the vendor is compensated for the work performed during the gap in contractual authorization.

Full Description

In March of 2025, the Florida Department of Health, Division of Disease Control & Health Prevention (Department) and 22nd Century Technologies, Inc. (Vendor), began negotiating contractual requirements with the intent of issuing a new Purchase Order (PO) to begin July 1, 2025. The PO would allow for bookkeeping clerk services related to claims processing, payment posting, and related billing activities in the Healthpac and Change Healthcare systems. During the negotiating phase, the Department realized that the PO would not be issued by the necessary start date of July 1, 2025, which led to the Department authorizing the Vendor to begin work without a PO in place. Subsequently, PO #C5D80B, was issued on July 14, 2025. On July 21, 2025, the Department received Vendor’s Invoice #1579935 totaling $2,022.30 for all services provided during the period of July 1, 2025, through July 6, 2025. On September 8, 2025, the Department received Vendor’s Invoice #1580654_A totaling $3,619.35 for all services provided during the period of July 7, 2025, through July 13, 2025. The Vendor is owed a total of $5,641.65 for all services provided during the period of July 1, 2025, through July 13, 2025. However, the Department was unable to process these invoices through the normal course of business due to the lack of an active PO at the time services were provided.
