Service Title: Sexual Assault Forensics Exams and Administrative Support


Brief Description: The 60 MDG David Grant Medical Center has a requirement for a Contractor to provide comprehensive Sexual Assault Forensic Exams (SAFE) and Administrative Support to Travis Air Force Base, CA for all eligible adult, adolescent, and pediatric patients on a 24/7, on-call basis. The Contractor must be a qualified provider of these services within 40 miles (60 mins) of Travis Air Force Base, with 24/7 response capability.


    b. Procedures for Award: The Government intends to award a single source contract directly to Napa Solano SANE/SART. in accordance 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. Awarding this contract to NSSS on a sole source basis is necessary because their decentralized presence in Solano County is the only way to meet the mandatory 60-minute emergency response time for sexual assault forensic examinations at DGMC. Securing this partnership bypasses the unacceptable multi-week delays of standard off-base referrals, ensuring immediate regulatory compliance for evidence preservation while minimizing further psychological trauma to the patient.
