Sherring Lift Station Bypass & Forcemain Air Release Valves - Construction

The City of Lethbridge is soliciting non-binding offers for the construction of the Sherring Industrial Park Forcemain Bypass (Project 2025-3358-00) located in northeast Lethbridge. The primary objective of the project is to improve the hydraulic performance and reliability of the forcemain by installing a diversion valve and air release valves to mitigate air pockets and provide a controlled connection point for flow diversion. Key deliverables include the installation of a diversion structure, the procurement and installation of hose materials and a storage Seacan, and the cutting and capping of the existing sanitary forcemain. The contractor is also responsible for hydrostatic and leakage testing of the discharge lines, which must withstand twice the maximum system pressure for two hours. The contract is structured as a single unit price agreement and is governed by a modified CCDC 2 – 2020 Stipulated Price Contract to ensure compliance with Alberta’s Prompt Payment and Construction Lien Act. Selection is based on a three-stage evaluation process involving mandatory requirements, technical evaluation, and pricing, with the final award determined by a combined score. As a pre-condition to the award, the successful respondent must provide performance and labour and materials bonds, each valued at 50 percent of the construction budget. Additionally, the contractor must maintain comprehensive insurance coverage, including two million dollars each for Commercial General Liability and Automobile Liability. Submissions are due by September 22, 2026, via the City's electronic bidding system.
