Plumbing, Heating, Gas, and Boiler Maintenance Contract

The City of Lethbridge has issued Request for Quotations COL-26-156 for a comprehensive service contract to provide preventative maintenance, repair, replacement, and performance optimization for plumbing, heating, gas, and boiler systems. The scope of work covers approximately 190 buildings totaling 2.6 million square feet, with work assigned on a planned scheduled basis and pre-approved by the Facility Services Department. The contract is for an initial term of five years, with an option for the City to extend for one additional five-year term. All work must adhere to the Alberta Safety Codes Act, Pressure Equipment Safety Regulation, and ABSA requirements, with the contractor responsible for maintaining a valid ABSA Certificate of Authorization and coordinating all necessary inspections and permits. The selection process follows a multi-stage evaluation consisting of mandatory submission requirements, technical requirements, non-price rated criteria—specifically experience and qualifications—and pricing. The top-ranked respondent based on a total score will be invited to enter into the agreement. Mandatory requirements include a valid Alberta Certificate of Recognition (COR), Small Employer Certificate of Recognition (SECOR), or ISO 45001 certification, as well as specific insurance coverages: 2 million dollars for Commercial General Liability and Automobile Liability, and 1 million dollars for Professional Errors and Omissions. Additionally, all personnel requiring facility access must obtain a satisfactory police information check at the contractor's expense. The submission deadline is September 29, 2026, at 2:00pm MST.
