The Ministry of Child and Family Development (MCFD) is seeking qualified Service Providers to deliver Emergency Care Services for children and youth who require urgent, short-term placement of up to 30 days. These services target situations where children or youth cannot safely remain with their family or in another care arrangement, including cases where they have been removed by the Director or an existing placement has failed, and no other suitable option is immediately available. Emergency Care Services are intended for immediate, safe placements in urgent situations where stabilization is not necessarily required and less intrusive care options are unavailable. Qualified Service Providers who meet the Province’s criteria may be invited to finalize a contract with the Director, depending on MCFD’s program needs and priorities. The Ministry of Child and Family Development (“MCFD”) is seeking qualified Service Providers to deliver Emergency Care Services (“EC Services”) to children and youth. Emergency Care Services provide a short-term placement of up to 30 days for children and youth who cannot live safely with either their family or another Out-of-Care arrangement at the relevant time, or they have been removed from their home by the Director or for whom an existing placement has broken down, and for whom no other appropriate care arrangement is readily available. The EC Services are intended to be used in situations where a child/youth has an emergent need for a safe place or when a “safe landing place” is urgently required but is not known to require stabilization and a less intrusive option is not available. Subject to MCFD program needs and priorities, Service Providers who meet the Province’s requirements under this CFR may be invited to finalize a Contract with the Director.

On-Call Emergency Shelter Beds and Case Management for Adult Human Trafficking Victim-SurvivorsSan Mateo County is addressing human trafficking, a critical public safety and health concern, particularly due to its location near major Bay Area international airports which serve as significant transit hubs. The County has implemented a multi-agency initiative led by the District Attorney's office to combat trafficking through law enforcement coordination, protocol updates, and the formation of dedicated investigative teams. Despite these efforts, there is currently no shelter specifically designated for human trafficking victims within the County, resulting in difficulties for victims in accessing immediate, safe housing and hindering law enforcement's ability to provide secure shelter during operations. To address this gap, the County is seeking proposals for on-call emergency shelter beds and case management services tailored to adult human trafficking victim-survivors. The ideal program will offer trauma-informed, survivor-centered care that respects autonomy and ensures low-barrier access. Shelters must be discreetly located, with strong security measures, trained staff, and established protocols for handling security breaches. Additionally, these shelters should be situated to facilitate access to a broad range of support services for survivors. This solicitation, managed through the County Executive’s Office in Redwood City, California, invites qualified entities to respond by June 19, 2026, with points of contact available to assist interested parties.
