Proposals are submitted in two stages via the ARPA-H Solutions site. Stage 1 requires a solution summary and specific certifications, while invited Stage 2 applicants must provide a detailed Task Description Document, a Gantt chart, a cost proposal, and a technical presentation. Awards are based on a selectability determination, evaluating technical merit, novelty, team experience, and the path to health impact. The government utilizes fixed payment milestones for performance measurement. Proposers must maintain active SAM.gov registration and a Unique Entity Identifier. Technical and Business Assistance (TABA) funding is available, capped at 6,500 dollars for Phase I and 50,000 dollars for Phase II.
