The Naval Air Warfare Center Aircraft Division, located in Lakehurst, New Jersey, is negotiating a non-competitive delivery order with SRI International under Basic Ordering Agreement N68335-12-G-0011. This sole-source acquisition, conducted under the statutory authority of 10 U.S.C 2304(c)(1) and FAR 6.302-1, is designated as a cost-plus-fixed-fee contract. The primary objective is to further develop and enable a web-accessible proof of concept demonstration of the Smart Integration Manager, Ontologically Networked (SIMON) framework and the Sunflower Semantic Inference Engine based International Program Opportunity engagement Tool (iPOET). SRI International was selected as the sole responsible source because they are the original developers of both the SIMON framework and the Sunflower IDE, making them uniquely qualified to automate the iPOET system. To mitigate future sole-source dependencies, the project includes efforts to remove barriers to competition through open-source initiatives. The procurement is managed by the Department of Defense, with solicitation number N68335-16-R-0271, and is focused on the integration and testing of these specialized ontological tools.
