SOLICITATION for West Point Ski Lift System

The U.S. Government, through the Mission Installation Contracting Command (MICC) West Point on behalf of the United States Military Academy, is seeking information from responsible sources to determine the availability of small business capabilities for providing yearly preventive maintenance and inspection services on the handle tow and ski chair lift at the Victor Constant Ski Slope in West Point, New York. This is a sources sought notice issued solely for planning purposes and does not constitute a solicitation, request for proposal, or commitment to award a contract. The requirement is intended to be set aside entirely for small businesses under FAR 19.5, contingent upon receipt of responses from at least two qualified small business concerns. Interested respondents must provide detailed information on their small business status, including certifications such as 8(a), SDB, HUBZone, SDVOSB, or WOSB, along with their DUNS number, CAGE code, and NAICS classification under 811310 with a size standard of $12.5 million. Submissions must also indicate whether the firm intends to compete as a prime contractor or through a teaming arrangement, describe relevant past performance on similar maintenance projects, and provide pricing information to assess commercial availability and fair market value. The contract would encompass a one-year base period followed by four optional one-year periods, spanning from September 2026 through September 2031. Work will be performed on-site at West Point, with emergency response required within four hours, including on federal holidays. Compliance with ANSI B77.1-2022, Borvig and Multi Ski lift manufacturer guidelines, and applicable federal, state, and local safety and environmental regulations—including AR 385-10, 29 CFR Part 1910, and EPA and New York State certifications—is mandatory. Contractors must submit a Quality Control Plan within 30 days of award, maintain inspection records subject to government review, and ensure all personnel are identified as contractors, trained in OPSEC, comply with PIV requirements, and adhere to ethics and conduct standards under 41 USC 423 and DoD JER.
