AI Contract Overview
Salt Lake County Sheriff’s Office Jail Health Services Division is seeking a qualified contractor to manage Medicaid claim submission and reconciliation under the 1115 Medicaid Waiver, targeting incarcerated individuals who received Medicaid-covered services or medications during the final 90 days of their incarceration. The initiative begins with Medication-Assisted Treatment participants, approximately 90 individuals, and will scale over time to include all eligible inmates receiving Medicaid-covered care. The contractor must integrate securely with the County’s Saphire Health EHR system to verify eligibility, extract clinical data, and submit accurate claims while adhering to all County IT security and privacy protocols. A dedicated Account Manager will oversee operations, supported by billing specialists scaled to claim volume, and the contractor must train County staff on identifying and validating eligible claims. Monthly reports on submissions, reimbursements, denials, and resolution timelines are required, along with quarterly performance reviews and an annual compliance audit including process improvement recommendations. The County will provide necessary inmate demographic, booking, custody, and release data, along with secure access to medical records and EHR documentation to enable accurate billing. The County will support technical integration between its systems and the contractor’s platform and coordinate across departments to ensure timely data transmission. Service-level expectations for response times, issue resolution, and data exchange will be jointly defined, and the County will review and approve vendor invoices in accordance with its financial policies. A virtual pre-bid meeting is scheduled for July 15th at 9:00 a.m., and attendance, though optional, is the bidder’s sole responsibility—failure to attend does not excuse ignorance of requirements. Proposals are due by July 28th, 2026, and all inquiries should be directed to Aaron Stone at AStone@saltlakecounty.gov.
